Go to the Mariners Bell... click the bell that says 'Travel Outside Qeynos' then choose 'The Caves' from there.

Heh...I am a citizen now...
I couldn't wait to get the hell off the Isle of Refuge....I was in such a hurry that I left without doing my Robe quest. So now I am the only naked High Elf running around Qeynos/Antonica .... and as far as I can tell...there is no way back to that damnable isle...

you'll get a nice robe after you complete the subclass quests at level 9/10 : )
