There are no laws preventing someone from starting an 'White Entertainment Network... actually WET is a pretty catchy acronym.
The main problem is that there is no clearly defined 'white' culture to base an entertainment channel around. The 'black' in BET is a reference to the culture, not the skin colour.

the message/product would actually alienate a substantial number of whites.

so it is really nothing more than a thought experiment, because it is bad business.
