Found my own answer...

YES, THIS IS SPAM. Do not put your information into their webpage.
You probably shouldn't even click on the URL in their email. This
particular spam message is going all over and it's actually catching
people! The domain "pikaprize.net" was only registered a few days ago
(FEB 27, 2004) yet the site lists "winners" from last month.
Amusingly, the spammer didn't bother to randomly generate the
"prizecode." In the few emails I've intercepted, the prizecode is
always 8b1792k4. I'll bet you an xBox yours is too! ;-)

cheers,

If you sign up and don't get the prize then you can sue them for failure to deliver the prize. There are laws against this sort of thing. They can't promise something and then not give it to you. Publishers Clearing House got into trouble here in Wisconsin for false advertising. Best thing is that I haven't gotten any crap from them in a couple years at least.

Dragon Ball Z Budokai 2 isn't coming to the X-Box so another dead give away.
