Their classifications of sex crimes is very broad and favored towards protecting women. If you nab a woman off the street and have your way with her, you're going to prison, but that's not anywhere close to what Assange is accused of doing. It would appear that the crime that Assange is being investigated for is a lesser sex crime that may be as trivial as not wearing a condom through the completion of the act. This is the "Sex by Surprise" that's been described some in the media, and that carries a low fine.

I don't care enough to look it up, but I suspect that the reason for Sweden's high rate of reported rapes is likely that the broad spectrum of sex crimes from forced penetration, to coerced sex, to sexxing up a drunk girl who later regrets it, to taking your condom off all fall into that category for reporting.

According to the article, the maximum penalty for the most serious of charges against Assange that are being investigated is 4 years imprisonment. The allegation is he woke his partner with sex, without a condom, that she says she didn't want. This occurred after the two had fallen asleep after a consensual sexual encounter using a condom.
