Bojangles, thanks for the offer. However, I just completed the Power of Water quest this evening. I also finished the Power of Earth. I overlooked the fact that I am missing the Burning Embers from Burning Woods, so I am still one item away from being able to take that torch off of Vetiria's hands. :)

The torch goes to Jennus Lyklobar in Skyfire. The skeleton in the Burning Woods crater drops the Dirt of Underfoot for a subquest.
